This addon is a plugin. You need to extract it to your /plugins folder to install it.
This plugin provides a discussion excerpt tooltip popup. Hovering the mouse over Tooltip icon brings up a tooltip that contains approximately 220 characters of the Discussion contents.

tested in vanilla 2.0.18.8 and vanilla 2.1b1

As with all plugins READ the readme if you want to make things easy for yourself.
As with all plugins, it is a good idea to disable plugin, install new version, and then enable and then check settings.
