This addon is a locale. You need to extract it to your

Fixed Vietnamese locale file with better translation, with support to some popular plugins: QnA, Voting, LatestPostList, MemberList. Fixed specified string pointing to other community which is very bad for a public locale file.
Extract folder to /locales and activate the new locale file in Admin area.
