Only 32 roles?

but maybe it's not a bug, so I'll ask here:
It looks like there can only be about 32 roles on any given installation of Vanilla 2, since the RoleID is constrained to be a power of two. Any thoughts about why there's such a severe limitation on the number of roles? Is there any vital code that uses bitwise operations to represent a set of roles?
