Only ASCII user names + language issues

I found that a user cannot have a name like 'Hélló'. Why are only English user names allowed? Vanilla 1 did know how to manage other user names than English. (Although Vanilla 1 have problems with the admin name when creating it for the very first time.)
2.
How can a language pack be installed? Is there any available?
3.
What is the meaning of 'Dashboard ->General Settings->Language' ?
How can I change it from 'en-CA' to something else?
