What do you mean by that?
Because GMT means Greenwich Mean Time, and that's a "constant", so there's nothing to set.

I mean that nor everyone lives in countries with the same as us. I say to personalize, like this:
GMT-02:00
So, it should be less two hours that in Greenwich. :)

The local date/time on the discussions are already "localized".
In the database, it is saved based on aconfiguration parameter (php timezone).
As you're using vf.com, that's sureley something that will not changed.
If you see a wrong date/time on comments, sign out and sign back in, the javascript will be run again, and you should see the correct date/time.

Now it's working fine. However, yesterday it had less one hour. :S
