Translations and internationalizations

We want to translate our forum completely to Dutch, but I noticed the translation part is not done yet. This is no real deal yet, I am just wondering what it will look like.

Will users be able to choose a translation, instead of only having a global setting? And will incomplete translations fall back, and to what?

    Check German translation plugin
    I already started using its files in order to see the structure (and started translation to Bulgarian)

    As I see it, there is one global setting for now
    and the incomplete translations fall back to english

    I noticed that plugin (which ain't a plugin anyway) indeed, and was mostly curious about if that will work or if there will be breaking changes, and about the globality issue.
