    I can't activate the Language file at Dashboard > General.
    Still see only the English Language at the Dropdown.

    I think you need the "de-DE" folder to multiple locations:

      /applications/dashboard/locale/
      /applications/vanilla/locale/

    You can activate it manually by editing the config.php:
    Set the value "$Configuration['Garden']['Locale']" to 'de-DE'

    P.s.: ehrlich gesagt merkt man, dass das Plugin noch bei Version 1.0 ist ;-) Ich musste manuell unzählige Einträge in der locale.php übersetzen... habe deswegen bereits den Autor des Plugins kontaktiert.
