How can I insert unicode characters as tags

I try to insert tag like "açık" "kaşık" "oğul" but returns folloving error
"Tags can only contain unicode and the following ascii characters: a-z 0-9 + # _ ."

I disable regex validation temporary, it's not record to database when encounters one of folloving characters this time "ğüşıöçĞÜŞİÖÇ"

How can I insert those characters, anybody know ?

I cannot add unicode tags as a user

I just installed on live server, everything seems ok.
I realized that problem was my localhost.
Which settings cause this situation you guess?
I mean how can I solve this problem on my localhost ?
