Members can not view "Send $USER A Message." but Admins/Mods can

Hello,

I'm on 2.0.17.3 and users in the Members role can not view the "Send $USER A Message." when viewing their profiles but I can. I've been reviewing my permissions for the Members role but can not obviously spot what's causing this behavior. Please let me know what I'm overlooking.

    P.s. $user probably isn't the code, it's just a an example variable for the post :D

    A fix was recently committed for this issue here, which I assume will make it into the next version. Manually patching the file on my server fixed it for me. :-)
