Ability to set time (+-GMT) by user.

I see HourOffset field in User table, but it is all the same for all users, but Admin.
This feature is a must for any serious forum.

    AFAIK, it's populated when login in, depending on the calculated javascript stuff happening there, it's read in case the javascript didn't quite work later on.

    But it's been a while since I've read this, maybe it has been modified.

    So, javascript calculates current user time and send it to server to calculate difference, or how?
    May be add ability to set GMT offset at least in profile page?
