Aditional Addon Type

is there a way to add Localization as another type of type?
there is only theme, plugin and theme, it would be good to have all of them.

I planed to add this type but I think there is no Path-Constant to the Locale folder like 'PATH_LOCALES'. If there is one please tell me.

If locale pack zip contains some well-formatted placing-map file like a xml, PHP arrays or whatever, can you solve this prob?
