No Import option on Dashboard

Hi, here's the full outline:
- We're running a Vanilla 1 board and plan on updating
- we have run the import tool successfully on a previous test installation (MAMP on a laptop)
- we're looking to import our old content into a new Vanilla 2
The import option can't be found on the dashboard of our Vanilla 2! What could have we done wrong?

I'm looking for this as well. I want it primarily to upload the dummy text from the theme customization guide but I can't find the Site Settings or the import thing anywhere.

I have the administrator role and I have Vanilla version 2.0.17.10
