Is there a basic RSS setting or plug-in?

I looked in plug ins and do not see how to create a feed. All the plugins I see seem to do other stuff...

As far as I know there are no built in options regarding feeds but you can access them at the category level:

http://www.example.com/forum/categories/news/feed.rss
