Notifications confusion - 2 Flags for one action. Tab order.

The below image shows 2 flags. One next to my user name and one next to Inbox. The problem is they represent the same notification. This confuses my users.

Additionally the Activity tab is far left and has focus by default. If the Notifications tab had focus by default and was far left the interface would make a lot more sense.

Is this being looked at for the next big release?

The 2 flags aren't the same.

Activity is indeed not working completely OK, though.
And indeed, after clicking the username (as the flag is for notifications) it should go there. On the user profile, the activity and notifications are overlapping heavily. And the number reported are not always OK.

solution? the part that kills me is if I address the flag in one way I only clear one of them and if I address it the other way it clears both. My users are "like what the heck".

@mark do we know if this will change in a future release?
