Locales in 2.0.17.9 can't be enabled
How to reproduce:
- do a fresh install of 2.0.17.9
- configure it
- open dashboard and go to locales
- put your locale into the folder mentioned there and acticate it
You can activate your locale but not set it as the default. the "Enabling a Locale Pack" help page used to have more information (i.e. set the $Configuration['Garden']['Locale'] variable in config.php manually to the locale you want) but that information was removed. I assume I still have to set the variable? Or am I doing something wrong?
