User allows to post discussion or comment only in registered category

First of all thanks to vanilla team for develop great open source forum.
Can we make addons that implement functionality that registered user can post discussion only specific category.
For example. if student registered in forum for mathematics and science then he can post his discussion only for mathematics and science. Also can post comments only for mathematics and science.
I thinks this functionality is useful other purpose also.
If this is possible, please give me some hints for this implementation in Vanilla.
