Tag Phrasing

Tags become pretty useless when what should be a phrase becomes multiple individual words. For example "national park" has a very different meaning than "national" and "park". Is there a tag plugin that allows tags that are more than one word?

you can do "national-park" and that will be a single tag

Well sure I can but I can't count on my members to do the same. A single word tagging system is pretty limited.

This isn't really a question, but more of a complaint.

Actually I saw that there were at least 2 tag packages available and I don't know all the ways that they differ. So it was a question.
