Different user IDs in Vanilla and the other application

This discussion is related to the Vanilla Proxyconnect addon.

Can Proxyconnect create a new vanilla user with the UniqueID provided in the Authenticate URL?
Because they get created at the time when they visit Vanilla, so a new user on the main site can end up with a smaller ID on Vanilla than an old user, just because he visited Vanilla before the old user.
I can imagine that this can confuse some users.
