config.php not updating after enable new plugins

Im using version 2.0.18RC2 and ive noticed my config.php file does not update after enabling a new plugin. That is, when you look at this file after, the enabledplugins line for the new plugin has not been written. This sometimes causes conflict, though all plugins appear to work, several including, sharethis, allowrawformat, and userlist must be written in manually before they will work.

The file config and its contents are chmod 755.

Im loath to muck with it while its working, but wondering why its not updating?

I speculate either permissions are wrong or you're seeing a cached version in FTP. This isn't a core bug.
