Localization Problem

I downloaded Baseline Locale pack from site and uploaded it to locale folder. Then i enabled it and changed my websites language. But everytime it gives this error:

Fatal error: Call to undefined function Iswritable() in /home/progrup/public_html/vanilla/library/core/class.filesystem.php on line 271

I hope i could explain my problem correctly. I am sorry about grammer problems.

how can i fix this without translate? My vanilla still gives this error and i dont know how to fix.
