two email notifications and disabling email notifications ignored

email notifications seem to get sent twice, I saw an earlier post which suggested this had been fixed, but we're using v2.0.18.2 and still have this issue?

Also, when the 'user' disables all notification options (under profile), the email notifications are still getting sent?

Anyone else having these same problems?

Yes, we mentioned that older post, but it was fixed by upgrading. I'm guessing this maybe a new issue?

v2.0.18.2 is still sending 2 emails.

Version 2.0.18.4 is also still sending 2 emails it seems. I do have a few standard plugins activated (all viewed, openid, minify, tagging, ect.). Any solution to this issue? Thanks!
