Is Add-On Update Dashboard Message Broken?

I think this is a wordpress add-on not a vanilla add-on.
In other words wordpress notifies you of updates, vanilla doesn't.

0 • Off Topic Insightful Awesome LOL •@peregrine, I am familiar with WordPress, but I got a notice that Issue-tracker was updated in my Dashboard, but other add-ons have no such message. I started digging and think it's something specific to that fellows add-on. I guess I was mistaken, because I recalled Vanilla did the same....
