@alanemkay do a little more searching. Search in the documentation on how you edit a theme file, for example default.master.tpl
You have to figure out how to hide the 'Popular Tags' module from the Side Panel, so eventually you will have to edit a view file of a certain Panel

hbf css solution would be the simplest but would not hide the from text browsers or search engines.
just use fiebug to help you find the element.
