How can I give a Moderator permission to only assign specific roles to users?

In particular i mean roles that have less rights than the moderator himself. right now a moderator that is allowed to assign roles can make himself an Administrator and make the true administrator a guest.

is that how it's supposed to be? I find that not really ideal

    A moderator moderates discussions
    An administrator administrates users.

    You have to trust your administrators.

    I don't think the choice you want is possible in the current scheme.
