Cannot find feature to attach a file

Does Vanilla have attachments by default or not?! Cause I can't find any setting or feature to attach a file/image to a discussion or comment. Please help. Thank you!

Oh, and please refrain from using exclamation marks like that;

and does exclamation marks mean rudeness for you or maybe you just thought I was shouting...I'm also a friend, friend :P, and many thanks for the reply and kindness, so I guess that means Vanilla doesn't have attachments by default.
