Limited Group Notification

Hi at all,

I am trying to send email notifications to all users in the system whenever ONLY a specific group of users (lets say Administrators) create new discussions in the board. Is there a possibility that I can perform this action?

PS: This notification setting is supposed to be mandatory, thus cannot be disabled by users.

Even if you cannot help me with my first question, if you know and mention about whereabouts (in code) of the notification type called "Notify me when people start new discussions." I'd be appreciated.
