In a recent commit on the 2.1 branch (and the master?) this module has been enabled by default.
That's ok, but:
*howto start following a category?
*howto disable this functionality (if possible)

It may have something to do with the Advanced Notifications. In 2.1, if a User belongs to a Role who can receive Advanced Notifications, he can choose to get notified when a new Discussion is posted in specific Categories. The filter you found might be related to that.
