Can the images be more specific to the topic?

I've implemented this on www.askindia.info but sometimes i noticed that the images are not relevant to the topic. Just want to ask: Are the images just for fun?

Also, the report image should be made more effective. Even after reporting certain images...after a refresh..the same image comes back! Can this be like... if an image is reported,,,it should be replaced by another or that reported image should be on hold?
