Weird Date related issue - for one user, the displayed discussion date is off by 2 months (61 days)

I have a user who has a weird issue where the displayed date for each discussion is off by 2 months. In this case, 61 days. He is in the same timezone as myself and testing his system by printing out time() and date() return values are correct and not off by any amount of time.

I have been unable to replicate this error and can't seem to think of a reason why this would be happening.
