This requires the Geoip module to be installed on the server. Have you any info as to where it's best to in install Geoip I have downloaded two binary or CSV formats which is best and where do i put it?

It looks like this plugin is expecting the PHP GeoIP module installed. More information here: http://us3.php.net/manual/en/geoip.installation.php

I like the idea, but i won't spend much time on it. It's not just sure if you put in the sever root as i use sub domains for my forum.
@R_J made a plugin that actually inserts the GeoIP db into your forum db. You would have to modify this plugin to use that instead, but maybe someone else would like it.

Yes I tried that plugin but did not create the dir and not sure what it should be called. I'll have another look when i have time to play.
