Hello,
I tried to enable simple API to use user SSO but it say the API will only work with 2.2.x ? Is there an API that will work with 2.1 ?

Short answer is no.
There is a read-only API in 2.1. You just append the type of data you want after the controller. E.g. http://vanillaforums.org/discussions.json
JSON and XML are supported on most controllers.
