Vanilla Bootstrap seems insanely popular these days: http://vanillaforums.org/addon/bootstrap-theme
I am personally fond of Air by VanillaSkins.com: http://vanillaskins.com/themes/_demo/air-forum/discussions
The best template would probably be 'default' as virtually all plugins are designed and tested in this theme.

But not at default, needs some tweaks before its dope.
Also, you cant ask the best... everyones best is another. Just look around at Themes, download, upload and try it out for yourself!

Air is a premium theme sold at vanillaskins.com. $15 is chump change compared to the quality.
