Please is there a feature or a way in vanilla where Only Admin can set post for more than one category?

Categories are like bins. Your post can only be in one bin at a time. You can put bins inside of other bins, but your post is still really only in the one bin.
Tags are like labels. You can stick as many labels as you want on a post. You can see all posts that have a specific label. You can even put your post in a bin and label it.
Use tags. Only let your admins use tags.
