HTML Not Working

HTML is not working on my forum. (here's an example of it not working) I don't see a HTML option like I do on this forum, but I have the Markdown extension installed and I can see the option for that and text. I've enabled html for all posters. I reinstalled Vanilla this evening to fix some problems I was having and to update the version. I kept the old database. Could that be the issue? Here's a screenshot of the posting page:
