How to change a url? of a discussion page | please help :(

can someone tell me how can i change my url of a particular page from http://www.seegizmo.com/comments.php?DiscussionID=12&page=1#pgbottom to something more accurate like www.seegizmo.com/Hello_world or www.seegizmo.com/hello_world.html please help me around this guys,It's really important.     Well I actually did have a look at friendly url's after you mentioned,but they dont seem to work,even though i follow the instructions properly. Any other Ideas?
