Language Selector in Vanilla 2.0.18.3

Hello Vanilla Community

I'm trying to set up a vanilla installation which allows users to specify their preferred language in the preferences and change the forums locale accordingly for themselves. A couple of threads already exist on this topic, but some are very old and none is specific on how exactly to achieve a user-based language selection.
Can anyone here point me in the right direction?
