[Bug?] Odd permission behavior

If a role has "Deleted discussions visible" on, but "Delete discussions" off, the users can see deleted discussions in the discussion grid, but can't view the contents.

Is this intended behavior?

IIRC, they must also check the box in their account preferences that they want to view deleted comments.

That box was checked.

With "Delete discussions" off, the deleted discussions all have error messages. With it on, they display just fine.

Why should a user have to be able to delete a discussion to see the ones that have been deleted?
