I think the problem was with the theme I was using, actually. Dragging and dropping didn't make any difference. It's moot, though. When I updated to 2.0.17.3 the theme broke in several other ways, so I switched it out and things seem to be going smo…

Also, the root category is displayed in the category sidebar, and the manage category page of the dashboard is non-functional. I think the update pretty much broke this theme.

That was it. Didn't even realize I was behind. After upgrading to 2.0.3 (a process fraught with its own problems, but eventually worked them out) tagging works perfectly. Thanks for the help.
