library_mappings.php error

I was logging into my RC2 forum in order to do a upgrade to RC3 and before I could even get started, this error popped up.

I tried logging in once, got this error. and now i can't access the site at all, even after clearing all browser data

Parse error: syntax error, unexpected T_DOUBLE_ARROW in /nfs/c06/h04/mnt/95421/domains/talkvancouver.ca/html/cache/library_mappings.php on line 26

    Try removing the data in the cache dir.

    Remove /cache/*_mappings.php files. Upgrade to RC3 to have this bug fixed.
