New user creation not working when require approval is selected

New
Changed my registration from basic to require approval and then created a new account. Signed in as administrator and received a message that the new account needed approval, when I try to approve or decline this account it says can't be found. The new account doesn't show up in user list. The process seemed to work fine when basic registration was selected. Version 2.0.17.3
