Email Notification Issue

None of my users are receiving email notifications and I have a feeling that it's due to my permissions. Since I'm using ProxyConnect, I've disabled the Manage Email permission for my Members. This is because I want them to only edit their email address from my CMS.

Is this permission also stopping my users from receiving emails? I'm confused by the exact permissions. I need my users to NOT be able to edit their username/email/password.
