Category Selection Box while posting?

I have just installed 2.0.17.3 on my hosting but while a user post a message to forum, there is no category selection box? How can I enable it? There was a category selection box in previous versions that I installed on localhost...

    I tried the following & it worked for me ;
    I disabled categories then re-enabled then category selection box appears again.
    I think there is something strange in Vanilla about categories...
