Facebook plugin: allow_url_fopen php.ini

Hello, when I try to activate facebook, I get this message:
"This plugin requires the allow_url_fopen php.ini setting."


Does it mean I have to modify the .htaccess, or create a php.ini file ?

If so, what do I have to change or write ?

P.S.: My website is hosted with 1&1
