Moderation Woes

I'm new, and apologize if this information is somewhere, but I didn't find it. I've set up my forum and am getting spam posts and tagging. I'm confused by the 'Roles & Permissions' screen and don't quite understand how to set it up so that posts and tags get sent to the moderation queue first. I'd rather see that than have to go in and ban and delete day. Also, are the abilities for members to mark spam and abuse available in the open source version?
